Sunnyvale Seeks City Charter Changes

The Sunnyvale City Council has voted to place three proposed charter amendments before voters this November. The measures would modify how the city fills council vacancies, expand the use of design-build contracting for certain public works projects, and remove a fixed dollar limit on the city manager’s settlement authority so it can instead be established by ordinance.

One proposed amendment would allow the city to use a design-build procurement process for certain public works projects, enabling a single contractor to both design and construct a project rather than requiring separate design and construction contracts. Supporters said the approach can reduce costs, improve coordination and accelerate project delivery.

The most controversial change involves filling council vacancies by allowing appointees to serve until the next regularly scheduled municipal election. Opponents expressed concerns that the vacancy proposal could allow unelected appointees to serve for longer periods. Council members acknowledged those concerns but emphasized that the measures reflected the recommendations of the Charter Review Committee and would improve the efficiency of city government. The council unanimously approved placing the amendments on the November ballot.
